Investing in Stormwater Infrastructure: A Crucial Step Towards Resilient Cities

Recent heavy rains have underscored the urgent need for San Diego to address its stormwater infrastructure challenges. As noted by Michael Drennan and Jeff Cooper, the lack of dedicated funding for stormwater management has left the city vulnerable to flooding and pollution issues. The situation is not unique to San Diego; cities across California are grappling with similar funding gaps, contributing to deteriorating infrastructure and compromised public safety.


The American Society of Civil Engineers' dismal "D+" grade for California's stormwater infrastructure in 2019 reflects the severity of the problem. With much of the state's infrastructure nearing the end of its useful life, action must be taken swiftly to prevent further deterioration.


The proposed solution, championed by San Diego City Council President Sean Elo-Rivera, involves generating funding through a ballot measure. While taxes are often met with resistance, it's crucial to recognize the long-term benefits they provide. Elo-Rivera's leadership in pushing for this measure is commendable, as it signifies a willingness to confront challenging issues head-on.


Drawing parallels with successful measures like Los Angeles County's Measure W and Manhattan Beach's recent Storm Drain Measure, which have garnered voter support for stormwater funding, provides a beacon of hope for San Diego. These examples demonstrate that when presented with the opportunity to invest in their communities' resilience, voters are willing to support such initiatives.


Addressing stormwater infrastructure funding is not merely about repairing pipes and drainage systems; it's about safeguarding homes, businesses, and the environment for future generations. As San Diego prepares to vote on this crucial issue, let's heed the call to action and invest in the resilience of our cities.
